Based on a true story. A man who was abused by his mother as a child goes on a killing spree. He abducts numerous woman, tortures, beats and eventually kills them.

Ted Wu (莫家堯 Edward Mok Ga Yiu) had a rough childhood at the hands of his abusive mother, as a possible explanation for his actions.

Ted was accused of murdering 25 women in the United States but the authorities have failed to convict him. He was deported back to Hong Kong. No sooner has he landed then the Hong Kong Police make him aware of their presence and a journalist, Charles (黃秋生 Anthony Wong Chau-sang) also gets on his case.

Due to constant harassment from both the police and journalist, Ted is triggered to repeat his crimes once again, in Hong Kong ......
